FALSE. Stop right there. CO₂ is known to have a lower *magnitude* of total effect than H₂O.
And yet CO₂ is known to be the *driver* of climate change, because (oversimplification warning, but this is the correct summary of the known, proven facts)
1) CO₂ is longer-lived in the atmosphere and
2) CO₂ increases the concentration of H₂O (whereas H₂O has no potential to affect the concentration of CO₂ because the condensation point of CO₂ is so much lower than equilibrium atmospheric temperature) as well as CH₄ and nitrous oxide both directly by industrial processes and indirectly by natural processes we're disrupting.
3) It is CO₂ which we are emitting more than any other greenhouse gas, whether one considers concentration or radiative forcing effect
