Ha! No, I absolutely do not mean over-achievers, I mean over-privileged.
If the assessed rate of taxation was anything close to the rate that the over-privileged pay, then you'd be right, but the maze of exemptions and deductions favor the over-privileged.
President Obama's tax cuts were indeed "across the board" (below $250k as I recall) but the sum of all tax cuts since Reagan have demonstrably favored the over-privileged. Every new exemption and deduction, on capital gains and other sources of income only available to the over-privileged, are tax cuts only offered to them, tax cuts for the over-privileged.

And of course, we all know that the largest corporations are known to have paid zero tax this year. So, to review, the facts that the 400 wealthiest households pay 16% - 17% of their income in tax, the wealthiest corporations pay 0% but the median income earner pays 35% of our income in tax, it is indisputable that tax cuts since Reagan have not been "across the board" and that the tax code favors the over-privileged, who do not get so wealthy by achievement but by evading tax, by bribing Republicans in Congress to re-write the tax code to favor the over-privileged. Yes, I mean bribe.
