That is the correct meaning of the word "conservative" as applied intelligently to the concept "risk." But politically, conservatism is authoritarianism. Historically, it never existed until monarchy was challenged by democracy. Conservatism is literally the sworn enemy of the Enlightenment philosophy of inalienable human rights.
