In my opinion, that brings us to the real motive for the datagate break-in. It appears to me that the theft of UEA's data was "necessary" to the losers of the "debate" -- coal and petroleum and their lackeys -- because polls were showing strong support for decisive climate policy, and Steve McIntyre's frivolous, abusive FOI requests were no more successful than the defamation he and Ross McKitrick committed against Dr. Michael E. Mann and co-authors a few years earlier.
Not that I think McIntyre did it himself; if his math skills are any indication, McIntyre couldn't download data from an UNencrypted FTP server! But his oily masters decided he was getting nowhere, so they hired the Russian mafia to do the theft, is my "theory." Anyway, this first-hand account gives a clearer picture than I've found anywhere else of what McIntyre was up to in the months leading up to the datagate break-in and it shows him as the kind of person who is at least willing to maliciously harass scientists to whom he supposedly fancies himself a peer, reviewer.
